How to Get PR? (Australia Migration)


I will be talking about the process for getting a Australian PR - 189 (and 190, as most of the process is similar to 189) Visa. On this page - an overview is given of the complete process - you can follow link on individual parts to get more details on them.

Two types of PRs that will be talked about:
189: Skilled Independent Visa
190: Skilled Nominated Visa

Complete process of getting a PR for Australia - starts and revolves around the points you score and proving the same to DIAC using various documents. Currently for getting eligible for these PRs - one needs at-least 60 points. Check more on PRs and points here.

Seeing this you can know what you already have and what you can achieve, like score in IELTS. IELTS (generic) score of at-least 6 is part of eligibility but one can score more to gain extra points. I will be putting more on IELTS.

To get your points for your qualification and experience (skills); one has to get those assessed by the relevant designated authority like ACS, VETASSESS , etc.

When one is done with IELTS and Skill Assessment - now you can lodge your EOI (Expression of Interest) through SkillSelect site. Once submitted, depending on your points - you will be invited to apply for Visa. More on EOI here.

Summary of Steps to follow in sequence to get PR for Australia:
1. Learn about various PRs and Australia Migration Point System.
2. IELTS and Skill Assessment; in any order.
3. EOI, Expression Of Interest.
4. State Sponsorship - if 190 is selected in step 2 above. Not required in case of 189.
5. Receive Invitation to apply
6. Apply for Australian Visa online and upload documents.
7. Have your medicals done
8. Get the Grant Letter

Best time to start the Australia PR process?

As DIAC introduces changes to the migration process on 1st July - It's suggested to plan such that your process finishes up before July or at-least your Visa application is lodged before July; that is to say completing the process at your end before any change is introduced. This is not to say that change will hamper your progress, but one never knows what might be introduced in the next changes.

So what to do if you have some time till July but not enough to complete the process on your end. Then best would be to clear your IELTS with best score that you can achieve as IELTS would anyhow be required - points on various bands may differ though. In addition, prepare all your documents till 1st July for Assessment as per current requirement/criteria (you might want to hold the statutory declaration/letter on roles and responsibilities to see if you need to change it depending on changes in July).
  • If nothing changes then go with assessment too with already prepared documents.
  • If something changes, well - then you need to figure out what to change! 
But if you think you can have all things sorted out (depending on what stage you are) including submitting EOI before 1 July then you might be okay as you would most probably will continue in current process even if process changes in July; only thing to keep in mind is to check the ceiling of the ANZSCO you are selecting as per your roles and responsibilities.

This is sort of playing safe as nobody knows if and what change will there be in next July.

    I have lot of questions on this entire process of Skill select. I am a newbie so request your patience and support. Additionally, please excuse me for typing a lot of information here, as I couldn't find any other 'private' source of contacting you. Please help.!

    Firstly, I would provide some information about my profile which can help you to advise me better.

    Background information - I earned my B.Tech in Electronics and Communication Engineering from Delhi. I have worked w/ an IT company for 22 months and have been working w/ a data analytics consulting company for 3 years (discontinuous workex; completed my 2 yr full time MBA in between). Also, I would like to say that though both the industries provide IT enabled services to their clients, still there exists some difference in technical skill sets demanded by them. As far as my career progression is concerned, I am right now in a managerial role and very less hands-on with programming on a particular language.

    Assessment from ACS
    1. When should I apply to ACS for assessment?
    I will complete my 5 year workex on 1st July 2013. I understand that ACS certifies a person for a particular skill using his educational background and workex in the ANZSCO category that he is applying to. It is also known to us that a 5 yr workex will give an applicant 5 points over a 3 yr workex. Hence, would it be better to wait for 2 months before applying and have the whole 5 yr workex certified by ACS than to apply right now and have less than 5 yr workex certified by ACS? I am aware of the fact that one can update one's EOI application to garner more points anytime. So, if I were to apply to ACS readily, will I be able to claim points for the rest of the workex even if I don't get it certified by ACS?

    2. Processing times of ACS?
    What is the average processing time for ACS to come back w/ a positive assessment?

    3. Selection of an ANZSCO Code?
    I am thinking to apply under '261311 Analyst Programmer'. After going through the description of this code, I have developed an understanding that this code requires the applicant to have a programming skill and requires him to have worked as a programmer. As far as programming is concerned, I was working on dot net in my IT company and have worked on VBA, SAS, etc in the data analytics company. But, the role in the latter company was not only programming. So, firstly, would my workex in the latter company fit the bill of this ANZSCO code chosen? and secondly, would ACS try to contact the latter company to inquire about the company does and how much of progamming is involved in a person of my designation?

    4. Documentation for ACS application?
    I have had multiple supervisors in different projects. Also, contacting a supervisor in my previous company is a big concern. Hence, should the letter stating my roles and responsibilities be signed by my direct present supervisor only, or is it fine if the letter is signed by an HR of the organization?
    Do I need to provide a supporting org chart to give an evidence that the signatory authority could be my supervisor?
    What if I get it signed by a person who's above me in hierarchy but may not have been my direct supervisor ever?
    Does the supervisor/HR need to sign in front of a witness who should be a legal person?

    5. ICT major?
    Does Electronics and Communication Engineering from India considered as ICT Major?

    6. Assessment of an additional non ICT degree?
    I also have a generalist MBA besides a B.Tech. Additionally, I know that ICT would be concerned with only those degrees that would help me in getting my skills assessed for the particular ANZSCO category that I am applying to, however, would you recommend submitting documents related to my MBA degree?

    P.S. I am a novice as far as this application process is concerned, hence, would request your patience and magnanimity in answering the above questions.

    I have recently got positive ACS, yet to give my IELTS. I have 10 Yrs of IT experience. I am marriied with 1 kid.

    Now my questions is which visa form I should select to file PR immigration along with my wfie and kid. Do my wife also have to give IELTS exam ?

    Thanks for amazing information. I have one query regarding funds. Do we need to show proof of funds & property before or after applying PR? My agent told me that you should have 20 Lakh cash/FD and 8 Lakh property. Please reply as soon as possible.

    If you are applying for 189 VISA you do not have to how any funds or property. however for 190 VISA i.e. state sponsored you need to show some liquid cash in your account. and the amount varies from State to state from where you get the sponsorship

    I am planning my PR, met some consultants to get an idea of the process(they are quoting too much fees) luckily got to see your blog :)
    I have couple of questions.

    1. Is there any validity period for the Skill Assessment?
    2. Is there any validity for the IELTS?
    3. Letter for the Work experience
    • I have multiple companies where I have worked, is it ok like for one company, if I have letter from HR with all the details, for another company, statutory declaration signed by manager.
    • Is it ok if the manager who is referring not with that company for which I am claiming experience?
    • Do we need to show the reference letter from current employer also?
    4. Application for Dependents
    • I heard from one of the consultant saying it would be better to apply even the dependents along with my visa, otherwise chances of refusal, is it correct? Can I not apply mine first, once settled, I will plan my dependents.
    5. Spouse IELTS Score
    One consultant said IELTS is not required, another said 4.5 score is required, which is correct?

      Validity is generally for 12 months for Ielts. Skill assessment might depend from one assessment authority to another.

      3. Letter can be in hr format or notarized stat declaration which I have describes in ace assessment page. Doesn't matter what combination is. It's better if manager is in the organization.. If not do use something to price that he was on organization.
      You need reference letter for the duration you are claiming points.
      4. It's better do it together. There will be questions raised if you don't do it now. And there will be questions raised when applying for dependent later.
      5. This is explained in my blog that dependent either needs 4.5 or proof of her medium if study as English. Check out the blog for details.
