SKILL Assessment by ACS - Part 1

Next in line was the process to get my skills assessed from relevant authority which is accepted by DIAC so that I can acquire points for my education and experience in the related occupation. So, when my IELTS result was out in September - I read in forums and contacted my brother for guidance as to how to go about the same, as he also got ACS assessment in his time. A change that I could see was that now we can upload all the documents required instead of couriering them all to ACS physically; that was quite a relief as it would made process easier, faster and economical. But this was the only good news about the process - because after my brother told me all the documents that was required for the same - I knew it would take a lot of effort, and for some documents I really thought - it was not even feasible getting them.

First thing was a document on HR Letter Head from all companies I have worked for stating my roles and responsibilities while I was working with them. At that time I was in my 2nd company. Sound simple enough - but the issue was my previous company was big IT giant and had very strict policies regarding the letters issued to employees and this sort of letter was prohibited by policy; and obviously from my current company I could not get any such letter from HR as I can not tell them what am up to - and getting any such thing would be like putting a blaring alarm in their ear! Alternate to a HR letter head document was to get a declaration on stamp paper from my manager or at least two level senior to me with the same content signed by notary or similar power person. I called up my manager from previous company - though it was more than three years since I left the company and no contact since then, but I knew that my manager was a really cool person, my hopes were on a good enough level :)

Initially I was in shock that my manager denied to any such thing as to sign a stamp paper stating that this is completely legal thing and he can not state any thing from company's side on such a legal paper. After too much convincing he said that 'okay -  I would confirm from HR and see if am allowed to do that as per company policy'. That was it - I thought all my plans to rejoin my brother at down under were becoming thin. But after some follow up with him he got ready to do this. Now - when I think about what he did was quite wonderful and very right thing. I also got such letter from my current company - can not really say who gave the sign off for good reason ;-p. Apart from this letter - I also got ID Card scan and business card scan of the signing person in both cases. Other than these main-effort-taking-documents, the list that I got from my brother was quite huge including any and everything from my school time to my career time - each certificate, marksheet, education proof, career proof. It was in total 160+ pages I had when I was done preparing.

Another confusion at this time was to upload "original documents" color scan OR scan of "certified photocopy" of original. Later, got to know that we have to use the latter one. It was a good stack of 160+ pages which was to be notarized with 'Outside India Stamp' - official fees per document is 150 INR. Do the maths! 
This task was done somehow - am not going into the details. Time was late October when I was done preparing everything and was ready to apply for ACS!

    1. This is from my own experience and research as I mentioned in the blog also. If I was from some consultancy, I would not have been doing this without charging you :) - just kidding!

  2. Hi , an urgent query , do we need the outside India stamp even if we are in India and doing the notarisation in India?

    1. In India everyone who get their docs notarized gets this stamp if docs are to be sent outside county. Any agency where they recieve too many Indian docs must be accustomed to seeing this. So it would be best if you use the same.

    Thankyou for putting all this information together. I have found answers to lot of my queries using this blog. I am software tester with 7 years of experience. Planning to start the skill assessment after the revised SOL/CSOL for PR in July. As of now I plan to sit for ielts and gather all documentation needed for skill assessment. I have a some questions that I need assistance with -
    1. I have all original marksheets and degree for my BE electronics. Do I need transcripts for my BE course along with this for skill assessment?
    2. I can't manage to get the hr letter stating my roles and responsibilities, neither would it be possible for me to arrange an afidavit from my manager/2 level up because of the kind of environment we have here. There have been prior inicidents similar to these due to which company doesn't promote creating such documentation on employee's request. Is there a work around for such documentation?
    3. Would it be a good idea to start the skill assessment in July, or will it be too late?
    4. How can I monitor the new quota after July for my occupation code. Is there a daily update that I can see?

      Your welcome and thanks for the feedback!
      Your points:
      1. They used to earlier take the syllabus too - but these days I believe they use the names of subjects from transcripts itself.
      2. No buddy - these are the two ways only that are there. Either Company letter head or statutory declaration from senior. You need to find a senior to do that for you.
      3. As mentioned in PR and Points page - you shall be better if you prepare rest of the things till July and start the actual process after seein what changes July brought. Read that page, if not already done so.
      4. There's a report given on Skill select website - under reports tab, there's occupation ceiling report - you can check that to know latest known status.

    A follow-up query to point#1 is do I need to submit a copy of marksheets as well as transcripts from university? I know they sound the same but I remember my sister had to take both for her MBA in the US.

      Did not mean to confuse you, I meant marksheet only. Generally marksheets (preferably consolidated - but either works) and certificates are only required!

  6. Thanks admin for all your support and the prompt answers to my questions. I have been looking at all the docs I have from human resources. I have 2 promotion letters on the company letter head with my designations on it. Then I also have a US L1 petition on company letter head which states my roles and responsibilities from the onsite location. They are a gist of all what I do in my current capacity as a system test lead. Do I still need a reference letter from senior or a separate roles document on company letter head for my skills assesment?

      Roles and responsobility document required for assessment can be either of:
      1. Under company letter head signed by HR
      2. Statutory declaration from manager/2-level senior.
      If you roles petition document comes under any of the above then you are good. But if you see scope of issue then please obtain a new one completely on the required lines!

    Allow me to congratulate on the fantastic job you have done here by providing the information in such detail. Thanks much !! I am also about to apply for ACS skill assessment. Need your inputs on the below questions :
    1. I am based out of India. My educational background is B.tech(electronics and communication) + MBA(PGDM to be precise) in marketing and operations. All of my 6 yrs and 3 months of workex with the same company, breakup of which is below :
    1st year - Management trainee
    2nd Year - Sales Support
    3rd Year - Associate Business Analyst
    4 Year - Business analyst
    5 Year - Business analyst
    6 yea - SAP Consultant.

    My current designation is Consultant. My Questions are :
    1. Given the fact that BA/SA(261111/261112) occupation cieling has been reduced to 1380 this year, out of which 400 have already gone, can i apply under Analyst programmer 261311? A lot of my roles and responsibilities are covered in Analyst programmer(except for coding) as they are in BA/SA.

    2. In the online application for ACS, the experience page has columns -Position Title, From date, to date, organistion, country. Now,do i need to show all positions mentioned above, because i wanted to exclude the management trainee and sales support part and mention Associate Business Analyst for the same.

    3. Will one statutory declaration work for all the position titles, since i have not changed the company?

      Go to this skill select link scroll down a bit - select Occupation Ceilings - it will open up a report with total ceiling and count a particular occupation has reached already. This should be refreshed in July 2013 - as all would be reset! Hope that helps! on

    Thanks for maintaining this detailed blog on Migration to Australia.
    I am also planning to apply for Australian PR (SI 189) but not sure if I can get positive assessment from ACS. Following are my qualification and experience details, please give your feedback if I can get positive result.

    Qualifications:
    1. B.Tech in Electronics & Communication Engineering
    2. MS in CS from one of the DIAC recognized universities in US (Seoul Accord signatory)

    (Paid)Experience:
    1. Worked as Graduate Assistant for 12 months (20 hr/week part time) while doing my MS. Responsibilities were grading Java/C++ assignments of undergrads, maintaining Linux/Windows/Solaris/MAC PC's in the lab. Another 3 months as research assistant, responsibilities were coding in C++, writing Linux bash scripts and leveraging/analyzing thesis papers.
    2. 1 year full time (40 hrs/week) as programmer analyst in US

    So I am confused if I meet ACS's 2 year work experience requirement with my part time experience while doing my Master's. I read "Skills Assessment Guidelines for Applicants" pdf file and noticed a line that reads 20 hrs or more per week is considered full time.

    Have a query. I f i get my experience letter from some senior from my company then is it possible that their checking becomes somewhat stricter in case of ACS or at CO level. Like they ask for what other documents ( Salary sleeps , app letter , promotion letter ? ) It will be great if you share your own exp , as you have used the similar docs for your ACS.

    The question I wanted to ask you was regarding ACS Skill Assessment \ ACS Skill Employment Recognition.

    As per ACS website in case you have a Diploma which is recognized as ICT Major and you have 5 years of experience you can get a favorable skill assessment.

    I have recently got a positive ACS assessment but as the below statement I loose 5 yrs of my experience
    "The following employment after Jan 2012 is considered to equate to work at an appropriately skilled level and relevant to 261111 (ICT Business Analyst) of the ANZSCO Code."

    My actual work experience being from Jan2007 to Jan 2013.

    This is also a common issue faced by most applicants. Has there been any notification released by ACS which explains this point.

    Appreciate if you could clarify.

    Thanks for the very informative blog you have created to help others with migration process.

    I have a query. I am originally from India and I have previously worked in the UK. Both me and my supervisor has left that company and my supervisor now works for another company in the UK. So, would it be acceptable to ACS if my supervisor issues me a Statutory Declaration letter on a plain paper? How do I go about notarization of the letter? Does the notary has to be done in UK or can I get it done from a notary office in India?

    Could you please guide and advice on this?

    1. What is the minimum experience required for applying PR
    2. From where i can check the occupation ceiling.
    3. Can I get directly PR if have Blood relation in AUS

    I am new to blog, I have completed diploma in electronics and Communication engineering with 4 subjects related to computers and communication), Having 10 years of experience in IT project Management.

    But designations vary from Network engineer, Associate consultant etc, but the role and responsibilties remain the same of ICT project manager.

    Few companies are willing to give on HR letter and for other i should get documented on STAMP paper and sign to senior manager with notary.

    Can you please share templates for HR letter and documentation typed on stamp paper signed by senior manager if you have any.for ICT Project Manager

    Share the checklist if any

    I am currently working in Australia from past 2.10 years and my ACS skills accessment considered that experience but in the qualifying points i got only 5 points for Aus local experience considering 1 year if i wait for another 2 months i will get 5 more points,do i have to wait for 2 months and apply the PR directly so that they consider my 3 years of experience or do i have to visit ACS for revision of my skills with the updated experience.

    Please advice

    I have started with collecting documents for ACS, its much more than I had initially imagined. I have just few queries
    - that the document which needs to notarized have to a color copy or black and white copy is fine.
    - Also the documents once notarized have to be uploaded in color scan or black and white scan is required.
    - Do we have to submit any original document at any given point in the process of ACS
